Why can a UAE degree process feel confusing?
A university qualification can be requested for several different reasons: employment, professional licensing, immigration, further study, government procedures or official recognition of a foreign qualification.
Each authority can ask for a different level of proof. One organisation may only need an attested copy, another may require primary-source verification, and another may require an official Qualification Recognition report from the UAE Ministry of Higher Education and Scientific Research (MoHESR).

QuadraBay’s current application guidance asks for education details and information about the degree, and it specifically notes that degree documents and transcripts not in English or Arabic may require legal translation.
For the MoHESR process, successful degree verification allows the applicant to move to the Ministry’s recognition stage.
How MoHESR Qualification Recognition works
The Ministry’s current Qualification Recognition service is structured in two main stages.
Verify the degree
Before applying for Qualification Recognition, the foreign degree must first be verified through one of the Ministry’s authorised partners.
Apply for Qualification Recognition
After receiving the degree-verification confirmation, proceed to the MoHESR recognition stage and submit the required information through the Ministry service.
Ministry review
MoHESR checks the recognition conditions, including authenticity and the status of the issuing higher-education institution.
Receive the recognition report
The Ministry currently states that, once all recognition requirements are met, the Qualification Recognition report is issued within two working days.
What is UAE Ministry of Foreign Affairs attestation?
MoFA document attestation certifies the authenticity of signatures and seals on documents issued inside or outside the UAE.
Educational certificates, diplomas and transcripts are among the types of personal documents that can be attested. For a document issued outside the UAE, the document generally needs the appropriate authentication in the issuing country before UAE mission / MoFA attestation.
A document can be properly attested and still require separate primary-source verification or MoHESR Qualification Recognition, depending on the purpose for which it will be used.
Where does VFS Global fit into the process?
VFS Global is used as a service provider for UAE Ministry of Foreign Affairs attestation in supported countries. It facilitates the submission and processing of documents for UAE attestation.
VFS Global should therefore not be confused with DataFlow or QuadraBay. DataFlow and QuadraBay perform degree verification in relevant processes, while VFS Global may facilitate document attestation for the UAE MoFA route.

MoFA also requires documents submitted for attestation to be in Arabic or English, or accompanied by a legally certified translation.
Ask whether the translation itself must be legalised or attested. Translation rules can differ depending on where you apply from and what the receiving authority needs.
What if your degree was issued by a university in the UAE?
The process can be different for UAE-issued qualifications. MoHESR has expanded automatic recognition for qualifications from participating UAE higher-education institutions, allowing eligible graduates to receive recognition automatically through integrated digital systems.
Therefore, do not assume that every UAE-issued qualification needs the same manual recognition route used for a foreign degree.
